“Isn’t workers’ accommodation just workers’ accommodation? Why are there so many different terms? If there isn’t enough space, why not just rent the upper floors of shoplots nearby and let the foreign workers stay there?”
This is a question many SME factory owners are currently facing — and many are still unclear about the differences.
In Selangor, what exactly is the difference between 【PBWA and CLQ】?
Does buying industrial land automatically mean you can build workers’ accommodation?
Many landowners and industrial property investors have recently been asking:
> “Can my industrial land be developed into a CLQ?”
Others ask:
> “Aren’t PBWA and CLQ basically the same thing?”
On the surface, both are intended to address workers’ accommodation needs.
However, if you are actually planning to purchase land, develop a site, or convert an industrial property into a workers’ accommodation project, **PBWA and CLQ cannot simply be treated as the same thing.**
For actual land development, you need to analyse the issue from several perspectives, including:
* Land use
* Planning
* Local authority requirements
* Building regulations
* Workers’ accommodation legislation
* Technical requirements
* Commercial viability

## 1. First, What Exactly Is CLQ?
CLQ stands for:
**Centralised Labour Quarters**
It is commonly understood as:
**Centralised Workers’ Accommodation / Centralised Labour Quarters**
Its key characteristic is that workers are housed together in a planned, managed and properly equipped accommodation facility.
For example, imagine an industrial area with:
* 10 factories
* Each factory has 200 workers
That means there are:
**2,000 workers.**
Under the traditional arrangement, workers may be accommodated in different locations:
* Factory A’s workers live in nearby residential areas
* Factory B rents shoplots
* Factory C converts existing buildings into accommodation
* Factory D arranges accommodation at several different locations
The concept of a CLQ is to **centralise these workers in a dedicated accommodation facility.**
Such a facility may include:
* Dormitories
* Rooms
* Sanitary facilities
* Dining facilities
* Laundry facilities
* Activity areas
* Management offices
* Security
* Basic healthcare or medical facilities
* Recreational facilities

The three most important words are:

This means the project is designed and planned specifically for workers’ accommodation from the beginning.
For example, a developer purchases a piece of land.
Instead of:
* Converting an ordinary residential property into a dormitory, or
* Temporarily converting an old shoplot into workers’ accommodation,
the developer designs the entire project from the outset as:
**Worker Accommodation.**
That is the core concept of PBWA.

Land ownership and land-use rights are two different concepts.
Even if you own the land, it does not automatically mean:
> “I can build whatever I want.”

If someone brings me a piece of land and asks:
> “Can this industrial land be developed into PBWA?”
I would not immediately answer:
> “Yes.”
I would first investigate the land title and land particulars, including:

What is the category of land use?

* Industry
### 2. Express Condition
What specific use or conditions are stated on the title?
### 3. Restriction in Interest
Are there any restrictions affecting the land?

Are there any:
* Charges
* Caveats
* Leases
* Other registered encumbrances?
### 6. Lot Size
What is the actual land area?
### 7. Access
Does the land have proper and legal access?
These are all fundamental components of:

This is something many buyers overlook.
You must also investigate:

* Zoning
* Development Plan
* Planning policies
* Local Authority / PBT requirements
Why?

Even if a piece of land is categorised as industrial land, you cannot automatically conclude that:

> “Is planning approval possible?”
You also need to ask:
> “Does the proposed workers’ accommodation comply with the applicable workers’ accommodation requirements?”
In other words:
**Planning Approval is only one part of the process.**
Obtaining planning approval does not automatically mean that the entire project is legally ready for operation.

表面上,两者都是解决工人住宿的问题。
但是,如果你真的准备买地、开发土地,甚至把一块工业地规划成工人住宿项目,那么:
PBWA 与 CLQ 不能简单地画上等号。
真正做土地开发,必须从土地用途、规划、地方政府、建筑、工人住宿法规以及商业模式几个层面一起分析。
一、先搞清楚:什么是CLQ?
CLQ是:
Centralised Labour Quarters
中文通常称为:
中央工人宿舍 / 集中式工人住宿。
它最大的特点就是:
把工人集中在一个经过规划、管理和配套的住宿地点。
举一个简单的例子。
假设一个工业区里面有:
10家工厂,
每家工厂有200名工人。
也就是:
2,000名工人。
传统模式可能是:
A工厂的工人住附近住宅;
B工厂租店屋;
C工厂自己改建宿舍;
D工厂把工人安排在不同地点。
CLQ的概念就是:
把这些工人集中到一个专门规划的住宿设施。
里面可以有:

一起出现。
例如:
一个发展商取得土地,
建设一座大型专用工人宿舍,
里面可以容纳:

2,000人、
甚至更多工人。
这个项目:
从建筑性质来看,

五、但是,最大的误区来了:
“我的土地是工业地,所以我可以建CLQ。”
不一定。
这是我在做工业土地调查时,非常重视的一点。
很多地主会认为:
工业地 = 可以做任何工业相关用途。
其实并不是。
土地拥有权和土地使用权是两个不同概念。
即使你拥有一块土地,
也不代表:
你想建什么就建什么。
六、第一件事情:检查土地本身
如果有人拿一块土地来问我:
“这块工业地可以做PBWA吗?”
我不会马上回答:
“可以。”
我会先调查土地身份证。
包括:
1. Land Category
土地类别是什么?
例如:
• Agriculture
• Building
• Industry
2. Express Condition
地契上面的明确用途条件是什么?
3. Restriction in Interest
有没有限制权益?
4. Tenure
是:
• Freehold
• Leasehold
5. Encumbrances
有没有:
• Charge
• Caveat
• Lease
• 其他登记负担?
6. Lot Size
土地面积是多少?
7. Access
有没有合法的道路通道?
这些都是最基本的:

七、第二层:不要只看地契,还要看规划
这是很多买家忽略的地方。
你必须进一步调查:

Zoning
Development Plan
以及:
Local Authority / PBT
因为:
地契用途和地方规划用途,并不是完全相同的概念。
一块地即使在地契上属于工业用途,
也不能因此直接推论:
一定可以建设任何形式的工人住宿。
你需要进一步确认:
Worker Accommodation是否属于允许的用途?
以及:
属于什么planning category?
八、第三层:要看地方政府PBT
雪兰莪州不是所有地区都由同一个地方政府管理。
例如:
• MBSA
• MBSJ
• MBPJ
• MBDK
• MPK
• MPHS
• MPAJ
不同PBT在规划、建筑、交通、排水、停车、密度、设施及申请程序等方面,都可能存在具体要求。
所以:
不能因为A地区可以做,就推论B地区也一定可以做。
这也是为什么专业土地调查非常重要。
九、第四层:还要考虑Act 446
工人住宿不是单纯的房地产问题。
如果涉及外国工人住宿,还会涉及:
Workers’ Minimum Standards of Housing and Amenities Act 1990(Act 446)
也就是大家经常听到的:
Akta 446。
这个法律涉及工人住宿的最低标准、住宿条件、设施以及相关管理要求。
所以一个PBWA/CLQ项目不能只问:
“Planning允许吗?”

因为真正应该问的是:
为什么是1,000人?
这个数字怎么算出来?
是不是受到:

所以:

十六、真正专业的土地投资,不是看到“工业地”就买
而是要问:
这块土地,未来最有价值的合法用途是什么?
这句话非常重要。
因为:
同样一块5 acres的土地,
如果只能做普通工业,
它可能是一个价格。
如果可以做高规格工业厂房,
可能是另一个价格。
如果可以发展物流,
又是另一个价格。
如果可以发展PBWA / CLQ,
土地的潜在价值又可能完全不同。
所以:
土地价值不是只有RM多少一方尺。
真正决定土地价值的是:
Location + Planning + Permitted Use + Development Potential + Market Demand

重点:
集中式工人住宿。
PBWA
Purpose-Built Workers’ Accommodation
重点:
专门为工人住宿而建。
两者有很大的交集,
但并不是完全相同的概念。
更重要的是:
不要因为一块地是工业地,就直接认为可以发展CLQ或PBWA。
真正需要调查的是:
土地用途允许吗?
Local Plan允许吗?
PBT规划允许吗?
建筑和技术条件可以吗?
Act 446及相关工人住宿要求符合吗?
到底可以做多少床位?
市场有没有真正的需求?
最后,项目有没有商业价值?
这才是专业的:Land Investigation

要看土地背后的法律、规划、用途、限制、发展潜力和未来市场。

【Centralised Labour Quarters (CLQ)】:
Government-recognised workers’ accommodation that complies with the applicable requirements under Act 446.
政府认可,并符合《1990年工人最低住房、住宿及设施标准法令》(第446号法令,Act 446)相关要求的集中式工人住宿。
【Kuarters Pekerja Berpusat (CLQ)】:The official Malay term commonly used for Centralised Labour Quarters.
Kuarters Pekerja Berpusat是 Centralised Labour Quarters(CLQ)常用的官方马来文名称,即【集中式工人宿舍】。
【Penginapan Berpusat】:A general term referring to centralised accommodation and does not necessarily mean that it is a CLQ.

【Perumahan Pekerja】:A general term referring to housing or accommodation provided for workers.
