Many landowners have a common misconception:
“My land is Commercial, and the Syarat Nyata on the title already says Petrol Station. Surely an oil company will want it.”
Not necessarily.
There are actually three different levels that need to be clearly understood:
Land Title Approval

The first two answer:
“Can this land legally be used for a petrol station?”
The third answers:
“Does the oil company actually want to invest in this location?”
And this is where two important petrol station business models come in:
DODO and CODO

DODO = Dealer Owned, Dealer Operated
Simply put:
The dealer / operator invests in, owns and operates the petrol station, while the oil company provides the brand, fuel supply and related support.
For example, a landowner owns a suitable site and decides to develop a petrol station.
The dealer/investor may be responsible for investing in:

• Canopy
• Fuel pumps
• Underground storage tanks
• Convenience store
• Other equipment and facilities
The operator then works with an oil company under its brand and fuel supply system.
Therefore, under a typical DODO arrangement:
The dealer carries a significant portion of the investment and operating risk.

CODO = Company Owned, Dealer Operated
In simple terms:
The oil company owns the petrol station assets, while the dealer operates the station.
In other words:

The oil company retains control over its brand, operational standards and other requirements.
The key difference between DODO and CODO is therefore:

However, actual commercial arrangements can vary depending on the oil company, lease structure, land ownership, investment arrangement and contractual terms.
So DODO and CODO should be understood as common business models, rather than assuming every petrol station follows exactly the same structure.

3. Why Do DODO and CODO Matter to Landowners?
This is a very important point from a land investment perspective.
Imagine you own:

Main Road
Syarat Nyata: Petrol Station
You may think:
“Everything is ready. I just need to approach Shell, Petron or Petronas.”
But the oil company may first ask:
“What type of business model would be suitable for this site?”
Under DODO, the oil company may focus more on:
“Does the dealer have the capability to invest and operate this station?”

简单来说:
油公司拥有油站资产,Dealer 负责经营。
也就是说:
